Work at Height Regulations 2005 apply. Plan the work, risk-assess it, use competent people and avoid, prevent or mitigate falls, usually with scaffold edge protection or edge protection to BS EN 13374. MIS 3002 requires risk assessments before site work and notes that PV combines electric-shock, fall and manual-handling hazards. Scaffold design should follow NASC TG20.
